Security Sector Reform and Implementation of Good Governance: A Theoretical Study

Reformasi Sektor Keamanan (SSR) sangat penting untuk memastikan stabilitas jangka panjang, khususnya di negara-negara pascakonflik dan yang sedang dalam masa transisi. Integrasi prinsip-prinsip tata kelola yang baik—seperti transparansi, akuntabilitas, supremasi hukum, dan partisipasi publik—memainkan peran kunci dalam keberhasilan upaya SSR. Studi ini bertujuan untuk mengkaji bagaimana prinsip-prinsip tata kelola ini dapat secara efektif dimasukkan ke dalam proses SSR. Dengan menggunakan pendekatan penelitian kualitatif, studi ini menganalisis data sekunder, termasuk literatur dan studi kasus yang ada dari Sierra Leone, Afghanistan, dan Bosnia dan Herzegovina. Temuan penelitian menyoroti bahwa SSR lebih berhasil jika didorong secara lokal, disesuaikan dengan konteks politik dan budaya tertentu, dan didukung oleh lembaga tata kelola yang kuat. Di Sierra Leone, integrasi tata kelola yang baik sangat penting untuk keberhasilan reformasi, sementara di Afghanistan, tata kelola yang lemah dan perlawanan politik menghambat kemajuan SSR. Studi ini menyimpulkan bahwa kepemilikan lokal, kemauan politik, dan kerangka kelembagaan yang kuat sangat penting untuk efektivitas SSR. Wawasan ini memberikan panduan yang berharga bagi para pembuat kebijakan dan aktor internasional yang terlibat dalam upaya SSR di masa mendatang.
