The integration of good governance principles—such as transparency, accountability, rule of law, and public participation—plays a key role in the success of SSR efforts. This study aims to examine how these governance principles can be effectively incorporated into SSR processes. Using a qualitative research approach, this study analyzes secondary data, including existing literature and case studies from Sierra Leone, Afghanistan, and Bosnia and Herzegovina. The research findings highlight that SSR is more successful when it is locally driven, adapted to the specific political and cultural context, and supported by strong governance institutions. In Sierra Leone, the integration of good governance was critical for reform success, while in Afghanistan, weak governance and political resistance hindered SSR progress. The study concludes that local ownership, political will, and robust institutional frameworks are essential for the effectiveness of SSR. Future research should explore innovative models that prioritize local ownership and adapt governance principles to the unique dynamics of individual states. Additionally, studies that investigate the long-term impact of SSR in diverse contexts would provide actionable insights for enhancing reform strategies.
Aris Sarjito, Yin Chhao Rath Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/257 Tue, 31 Dec 2024 00:00:00 +0000 Development Of Crative Industries Based on Local Wisdom as Driver of The Tourism Industry https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/265
The creative industry is now being focused on by the government as one of the pillars of the Indonesian economy. The mission of the creative industry, among others, is to optimize the development and preservation of local resources that are competitive, dynamic, and sustainable. Local cultural wisdom and abundant natural potential make the growth of the nation's economic support sectors can develop rapidly. The development strategy of local wisdom-based creative industries to support the tourism industry in Nganjuk Regency, especially in the context of the Batik and Ecoprint Center, requires an integrated approach between strengthening local capacity, promotion, and collaboration with the tourism sector. Where tourism activities can be defined by three factors, namely there must be something to see, something to do and something to buy. By implementing these strategies, batik and ecoprint industry centers can not only reach a wider market but also contribute to sustainability goals and become attractive and responsible tourism destinations. The strategy of grouping industries into centers, or clusters, can remain effective to attract markets and support sustainable tourism destinations, especially for industries such as batik and ecoprint, if done appropriately. It also requires the role of the triple helix of government, academia and the business world itself. This triple helix development model will answer the problems faced by the business world, in this case the Batik Center and the Griya Batik Sri Rahayu Ecoprint.
Dhyah Wulansari, Noneng Sukatmadirerja, Susana Merary Romero Benitez Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/265 Tue, 31 Dec 2024 00:00:00 +0000 Analisis Demokrasi pada Era Desentralisasi dalam Perspektif Administrasi Publik https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/256
This study explores the integration of democratic principles into decentralization policies in Indonesia and their impact on local governance. Indonesia's decentralization journey began with Law No. 22 of 1999 and evolved through subsequent legal reforms, including Law No. 32 of 2004 and Law No. 23 of 2014. These reforms aimed to enhance local government autonomy, foster community engagement, and promote accountability in addressing local needs. Employing qualitative methods, the study analyzes public administration theories, leadership frameworks, and organizational dynamics to evaluate the effectiveness of decentralization efforts. Findings highlight decentralization’s role in empowering local governments and increasing public participation in policymaking. However, challenges such as inadequate administrative capacity, fiscal disparities, and corruption hinder optimal outcomes. The paper concludes by offering strategic recommendations to bolster decentralization, enhance democratic governance, and ensure equitable development. By bridging theoretical insights with practical implications, this research contributes to a nuanced understanding of the successes and limitations of decentralization in strengthening local democracy in Indonesia.
Dony Azfirmawarman, Hendra Naldi, Aldri Frinaldi, Lince Magriasti Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/256 Tue, 31 Dec 2024 00:00:00 +0000 Strategi Blended Learning Dalam Pengembangan Kompetensi ASN: Redefinisi Dan Implementasi Di Lembaga Administrasi Negara https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/258
The purpose of this study is to examine the strategy of implementing the blended learning model for the development of ASN competencies conducted by the National Institute of Public Administration (Lembaga Administrasi Negara). In this study, the method used is a qualitative approach with the Systematic Literature Review (SLR) method. SLR is a systematic literature review aimed at identifying, evaluating, and interpreting the main research findings (Barricelli et al., 2019). Based on the results of study, the National Institute of Public Administration has implemented ASN competency development using the blended learning model. In accordance with LAN Regulation Number 1 of 2021, Article 7, Paragraph (1), Letter b, blended learning is implemented through three components of learning: independent training, distance learning, and classical learning at the basic CPNS training site.Based on these findings, it can be concluded that the development of ASN competencies using the blended learning model can be applied to the Basic CPNS Training in 2021 and future Basic CPNS Trainings, as it is considered to have an impact on ASN performance, budget efficiency, and the effectiveness of learning.
Adinda Mariesta, Erni Yuni Astuti, Nida Handayani Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/258 Tue, 31 Dec 2024 00:00:00 +0000 Implementasi Program PKK Bidang Pemberdayaan Pendidikan Dalam Meningkatkan Kesejahteraan Masyarakat Di Desa Bandungsekaran Kecamatan Balongpanggang Kabupaten Gresik https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/250
The PKK Program for Educational Empowerment is a program that works to improve the welfare of society by improving the education of the youth generation in Bandungsekaran Village. In implementing this program, participation from the Bandungsekaran community is needed so that this program can be carried out well, while the people of Bandungsekaran Village themselves have very little literacy and even a low level of education because Bandungsekaran Village is one of the small villages in Balongpanggang District, Gresik Regency. The aim of this research is to analyze and understand the policies of the PKK program in the field of educational empowerment in Bandungsekaran Village, Balongpanggang District, Gresik Regency. The research method used is qualitative with a case study approach, data collection techniques using purposive sampling with six respondents and research stages through interviews, observation and documentation. The results of the research on the PKK program show that implementation has been achieved but has not been carried out optimally because socialization has not been carried out for the people of Bandungsekaran in the field of educational empowerment. People's knowledge and insight regarding education is still minimal, the people of Bandungsekaran prefer to work at a young age and do not want to study because according to them education does not guarantee people's lives while working as farmers and traders definitely guarantees life. So it can be concluded that this policy has not been implemented effectively and efficiently. The targeted output of this research is to create support and active community participation related to the PKK program in the education sector. Apart from that, this research is targeted to be able to create national seminar proceedings so that it will explore widely among the community about the Implementation of the PKK Program in the Field of Educational Empowerment in Improving Community Welfare in Bandungsekaran Village, Balongpanggang District, Gresik Regency.
Nuraini Andriyani, Bayu Aulia Priyantomo, Mulus Sugiharto, Chintya Anggun Pratama, Shalasa Rafika Putri Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/250 Tue, 31 Dec 2024 00:00:00 +0000 The Influence of Self-Efficacy and Work Readiness on Person Job Fit https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/239
Rizal Idul Fitrianto Rizal, Wahyu Eko Pujianto Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/239 Tue, 31 Dec 2024 00:00:00 +0000 Akuntabilitas Pengelolaan Keuangan Dana Desa Berbasis Website di Desa Terapung Kecamatan Mawasangka Kabupaten Buton Tengah https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/261
The purpose of this study is to clarify Terapung Village's Website-Based Village Fund Financial Management's accountability. This study takes a qualitative and descriptive approach. Interviewing, observation, and documentation methods were used to gather data. Through data preparation, organization, reduction, and presentation, data approaches were examined. The findings demonstrated that Terapung Village, Mawasangka District, Central Buton Regency's village fund administration was not entirely responsible. Permendagri Number 20 of 2018 about Village Financial Management and the Regulation of the Minister of Villages concerning Priorities for the Use of Village Funds, which are established annually, serve as guidelines for the Terapung Village Government's village financial management. Nonetheless, the Regional Government, through the Community and Village Empowerment Office, imposes penalties on the management of village funds in the form of reprimands, delays in the distribution of village fund transfers, and even the Inspectorate of Central Buton Regency authorizes the return of certain funds. There are existing and clear outputs. Everything that is done is the needs of the community according to the results of the village deliberation and the results are benefit to the community. The Terapung Village Government hasn't yet assessed the initiatives' results, though. since it is not yet possible to determine with certainty how the fund management will turn out.
Armin, Andi Tenri, Zainul Abidin Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/261 Tue, 31 Dec 2024 00:00:00 +0000 Implementasi Pengarusutamaan Gender Pada Objek Wisata Banyuwana Waterfall https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/252
The management of the Banyuwana Waterfall tourist attraction based on community-based tourism (CBT) has contributed to the local community's income. The massive growth of tourism provides opportunities for men and women to participate in it. This is related to the context of gender equality. Gender issues must be integrated into sustainable development in various sectors, including tourism. This study raises the topic of gender mainstreaming at the Banyuwana Waterfall tourist attraction to assess the performance of policies and gender equality in tourism management. This study aims to understand and analyze the implementation of gender mainstreaming policies at the tourist attraction. The research method used is a qualitative descriptive approach, with data collection techniques through non-participatory observation, in-depth interviews, and documentation studies. Data analysis is carried out through interactive qualitative data analysis techniques through data collection, data reduction, data presentation, and conclusion. Data validity testing is carried out through data triangulation. The study results indicate that implementing gender mainstreaming at the Banyuwana Waterfall tourist attraction positively contributes to the sustainability of fair and inclusive tourism. However, various challenges exist, especially regarding the implementer's understanding of policy standards and targets. Economic, social, and political factors also influence the implementation of PUG policies, but gender dominance and bias in tourism development are still significant obstacles. To overcome this, educational efforts, cross-sector collaboration, and integration of gender-responsive policies in tourism development planning are needed to optimize the implementation of gender mainstreaming to achieve sustainable development goals.
Ni Made Rosita Dewi, Karimah Liana, Ni Putu Wiwin Listya Adnyani, I Gusti Ngurah Desta Permana Putra, I Putu Adi Permana Putra Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/252 Tue, 31 Dec 2024 00:00:00 +0000 Kebijakan Digitalisasi Pengelolaan Pasar Tradisional Kreneng di Kota Denpasar https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/259
Market management is a crucial issue in the public sector, as the market serves as a focal point for regional economic growth. Policies regarding the management of traditional markets are essential efforts that must be implemented for improved governance. The Denpasar City Government oversees traditional market management through the Denpasar City Department of Industry and Trade (Disperindag). One of the markets under the management of PD Pasar Kota Denpasar is Kreneng Market, located at the eastern end of Denpasar City. The digitalization efforts at Kreneng Market, which has evolved into a Smart Heritage Market, align with the broader goal of transforming Denpasar into a smart city. The digital transformation at Kreneng Market begins with the introduction of a payment system in the traditional market environment, focusing on the interests of both traders and buyers. This study aims to examine the Digitalization Policy in Managing Traditional Markets at Kreneng Market in Denpasar. Qualitative research methods will be employed, utilizing the interactive model analysis technique as outlined by Miles, Huberman, and Saldana (2014). Data collection will be carried out through documentation, interviews, and observation. The research findings indicate that Perumda Pasar Kota Denpasar has implemented a digitalization policy to facilitate transaction processes for traders at Kreneng Market through the QRIS program, supporting the government's initiative to establish Denpasar as a Smart City. The implementation of the QRIS application has made it easier for traders to manage both incoming and outgoing transactions (cash in and out). However, many traders still prefer cash payments, citing the perception that they are faster. Based on these findings, further efforts are needed to optimize traders' understanding and participation in the digitalization process, to enhance the integration of digital solutions and support the development of a smart city in Denpasar.
Lilik Antarini, I Made Yudhiantara Copyright (c) 2024 Aplikasi Administrasi: Media Analisa Masalah Administrasi https://creativecommons.org/licenses/by/4.0 https://jaa.hangtuah.ac.id/index.php/jurnal/article/view/259 Tue, 31 Dec 2024 00:00:00 +0000
